The Minister of Defence Malaysia, Mohamad Bin Sabu, giving his keynote address on 27 August 2019.

Humanitarian Assistance and Disaster Relief (HADR) operations have attracted the attention of theglobal community in recent years. Building capabilities, inter-operability and a conceptual framework for participation in these operations are gaining urgency among international and regional policymakers. There is also a need for policy makers to be more open in sharing HADR related policies and implementation with the public.

This seminar hopes to reduce isolation produced due to specialisation, highlight its social responsibilities on policy makers, researchers and organisations as well as bridging the gap between all of the HADR players.
