Despite the best efforts of the Conference President, Ambassador Gustavo Zlauvinen, the Tenth NPT Review Conference, held from 1 to 26 August 2022, ended without being able to adopt an agreed “Final Document”. Nonetheless, it was agreed that the Eleventh NPT Review Conference shall be held in 2026 and that a working group would be established to review the strengthened review process for the Treaty.
The first session of the Preparatory Committee is scheduled to be held in Vienna from 31 July to 11 August 2023. Pursuant to Decision 1 adopted by States Parties in 1995, inter alia, “The purpose of the Preparatory Committee meetings would be to consider principles, objectives and ways in order to promote the full implementation of the Treaty, as well as its universality, and to make recommendations thereon to the Review Conference”. In 2000, “States Parties stressed that three sessions of the Preparatory Committee, normally for a duration of 10 working days each, should be held in the years prior to the Review Conference … recommended that specific time be allocated at sessions of the Preparatory Committee to address specific relevant issues … [t]he consideration of the issues at each session of the Preparatory Committee should be factually summarized and its results transmitted in a report to the next session for further discussion”.
The first session of the PrepCom has to agree on the agenda, dates and locations of further sessions, and working methods. These and other matters relating to the PrepCom, including nuclear disarmament, safeguards, safety, security, and the review process will the focus on the conversation and discussion with Ambassador Viinanen.

Panelist - Jarmo Viinanen: Ambassador for Arms Control, Ministry for Foreign Affairs, Finland. Head of Delegation Tenth NPT Review Conference; Facilitator of informal consultations on facilitating convergence of views on elements of a final document at the Tenth NPT Review Conference.
Moderator - Tariq Rauf: Member of the Board of Directors of Atomic Reporters and the Vice Chair of the Board of Directors of Canadian Pugwash. He is former Head of Verification and Security Policy, Alternate Head of NPT Delegation, IAEA; he was a member of the Eminent Persons Group for Substantive Progress on Nuclear Disarmament convened by the Foreign Minister of Japan; he has been a Delegate at all NPT meetings since 1987 and as a member of the Canadian NPT Delegation was responsible for formulating the strengthened review process at the 1995 – 2000 NPT review conferences; he was Expert Advisor to the Chair of Main Committee I (nuclear disarmament) at the 2015 NPT review conference and to the Chair of PrepCom III (2014).
