Capacity Building Workshop for Abia State House of Assembly
Promoting Democratic and Good Governance
Konrad-Adenauer-Stiftung (KAS) in partnership with the National Institute for Legislative and Democratic Studies (NILDS) is organizing a workshop to build the capacity of the Members of Abia State House of Assembly in Owerri, Imo State. The attempt to do hold this workshop in 2020 for Abia Assembly was truncated by the EndSARs riots across the nation.
Typical of every election into the legislature in Nigeria, up to 90% of the Members of Parliament on state-level are new and lack the necessary skills to adequately perform all their constitutional mandates i.e. law making, representation and oversight. This is coupled with other challenges which include the influence of the executive arm in the running of the legislature and lack of financial independence. A new challenge for the state legislature is the financial autonomy which they all aspired to have, but are unprepared for. Without trainings, the chances of the Members to exercise their duties effectively become lower. The capacity building workshop aims at improving the capacity of the legislature in Nigeria and invariably promote democracy and good governance by combining the resources and man power of KAS and NILDS. Some of the topics lined up for this training include: Legislative Agenda and Benchmarking the Activities of State Houses of Assembly; Overview of Legislative Practice and Procedure; Committees in the Legislature: Essence, Power of Oversight and Limitations in Budget Tracking; Financial Autonomy of State Houses of Assembly and LGAs in Budget Management Processes; Management Models of Parliaments and State House of Assembly Service Commission; Civil Society Organizations and Public Engagement in the Legislative Process; Legislative Code of Conduct and Ethics. The seminar is part of Konrad-Adenauer-Stiftung’s support to democracy, rule of law and good governance in Nigeria.
