Law Brief is a compilation of legal articles produced by KAS For Legal Youth (KASFLY) fellows in the program. As a key learning output, KASFLY fellows are required to author a law brief article. These articles focus on issues of interest of the fellows on debating recent trends, challenges, and issues in both the international and national legal arena that may provoke key development and threaten the justice system at large.
This year’s theme, Digital Law, has been selected following Cambodia’s recent focus of Pentagon Strategy and the Cambodia Digital Government Policy 2022-2035. The papers also aim to serve as a contribution to lawmakers with the current draft of Personal Data Protection law and Cybersecurity law.
This issue comprises four sections that cover 12 articles. These four sections are 1) Data Protection Law, 2) Digital Law and Fintech, 3) Digital Rights, and 4) Cybercrime and Cybersecurity Law.
We extend our heartfelt gratitude to everyone who make this publication possible, especially to Ms. Bunny Sereivathna, Mr. Paul Mornet, Ms. Maklika Leng, and Ms. Nejra Lilic as well as each KASFLY fellow for their outstanding contributions to this compilation. Their dedication, passion, and intellect have enriched the discourse on these significant legal topics.
We wish you an enlightening and thought-provoking read.
