Dieses auf Arabisch erschienene Buch gibt eine Zusammenfassung der Vorträge der zweiten Konferenz des „Parliamentary Program“ der Wirtschafts- und Politik Wissenschaftlichen Abteilung der Universität Kairo. Die Konferenz wurde gemeinsam mit der Konrad-Adenauer-Stiftung vom 15.-17. Juli 2003 in Ägypten veranstaltet. Das Hauptthema war die Frage nach parlamentarischen Reformen. Eine Vielzahl von Parlamentariern und Wissenschaftlern nahmen an den Diskussionen teil. Mehr als 25 Staaten und Organisationen wurden auf der Konferenz vertreten. Eine englische Zusammenfassung der Beiträge ist im Buch enthalten.
