Rund 50 Gäste der Konrad-Adenauer-Stiftung und des Wirtschaftsrats Ludwigsburg führte Frau Prof. Dr. Claudia Buch, Inhaberin des Lehrstuhls für Wirtschaftstheorie an der Universität Tübingen und Wissenschaftliche Direktorin des Instituts für Angewandte Wirtschaftsforschung (IAW e.V.) in Tübingen, in die Hintergründe der Finanzmarktkrise ein. Die Leiterin des Wissen¬schaftlichen Beirats beim Bundeswirtschaftsministerium stellte Analyse und Kontrollinstrumente auf europäischer Ebene vor, präsentierte die Interventionsoptionen von Politik und Banken und plädierte schließlich für eine Anhebung des Basiskapitals der Banken.
Zweifel an Transaktionssteuer
In der anschließenden Diskussion stellte sie den Nutzen von Rating-Agenturen heraus, die Informations- und Koordinationseffekte bewirkten. „Was Neues sagen die aber nicht!“, so Prof. Buch. Zugleich senkte sie die Erwartungen an eine Transaktionssteuer. Diese könne sogar kontraproduktive Effekte haben, da Investoren erst ab einem massiven Finanzdruck verkauften – dies aber dann massiv und gleichzeitig geschehen könne, was genau zu den lawinenartigen Folgen führe, die es zu verhindern gelte.
Prof. Buch warnte trotz der angespannten Lage vor Schwarzseherei. Die regionalen Unterschiede in den USA seien erheblich größer als im Euro-Raum. Dies zeige, dass eine einheitliche Währung auch bei einer größeren Differenzierung funktionieren könne. „Der Euro ist nicht gescheitert!“
