Haushaltspolitik am Scheideweg: Wie nachhaltig ist Rutos Haushaltsplan

Kann Präsident Ruto mit seinem Haushaltsplan für 2025 Stabilität sichern und erneute Proteste vermeiden?

Die kenianische Regierung steht vor der Herausforderung, wirtschaftliche Stabilität und soziale Gerechtigkeit durch ihren Haushaltsplan 2025 zu sichern. Steuererhöhungen und dem damit verbundenen Anstieg der Lebenskosten, sowie steigende Verschuldung belasten die Bevölkerung und Wirtschaft. Gleichzeitig sollen Investitionen in Infrastruktur, Bildung und Gesundheit das Wachstum fördern, doch bleibt fraglich, ob diese Maßnahmen ausreichen, um soziale Ungleichheiten zu reduzieren. Eine weitere Hürde stellt Korruption, sowie wirtschaftliches Missmanagement im öffentlichen Sektor dar. Ineffiziente Mittelverteilung und fehlende Transparenz bei Großprojekten untergraben das Vertrauen in die Regierung. Die Belastungen durch hohe Lebenskosten haben schon in der Vergangenheit zu Protestbewegungen geführt. Diese Arbeit untersucht, ob die geplanten Reformen erneut zu landesweiten Unruhen führen können, oder ob sie der Grundstein wirtschaftlichen Aufschwungs sind.

Der politische Drahtseilakt zwischen demographischer Entwicklung und wirtschaftlicher Not

Am 13. September 2024 unterzeichneten Kenias Außenminister Musalia Mudavadi und die deutsche Innenministerin Nancy Faeser in Berlin ein bilaterales Migrationsabkommen zwischen den beiden Staaten. Darin eröffnet Deutschland legale Wege für qualifizierte Arbeitsmigrantinnen und -migranten aus Kenia. Im Gegenzug erklärte sich Kenia bereit, ausreisepflichtige Kenianerinnen und Kenianer mittels biometrischem Datenabgleich zu identifizieren und auch abgelaufene Ausweisdokumente bei der Rückführung zu akzeptieren. Kenia ist bereits das vierte Land, das ein solches Abkommen mit Deutschland schließt. Präsident Ruto lobte das Übereinkommen als eine „Win-win-Situation“, doch wer ist der tatsächliche Gewinner der Vereinbarung?

The post-election violence underscores the enduring salience of ethnic divisions, necessitating comprehensive electoral and socioeconomic reforms. Al-Shabaab's sustained terrorist threat, despite military efforts, signals the need for more robust counterterrorism frameworks, balancing security with human rights. Internationally, Kenya’s maritime security, particularly in the Red Sea and Indian Ocean, is paramount for safeguarding trade routes vital to its economy. As Kenya navigates its complex security landscape, its ability to address internal and external threats will be crucial in maintaining its role as a stabilizing force in East Africa.

Populism & Democracy - A Case study of Kenya

This study examines the history of populism around the world and its encroachment into the democratic states. The study focuses on the comparative analysis of populism both globally and regionally, with a focus on Kenya. It includes an analysis of the effects of populism in democratic countries, speaking specifically on the effect it has on the decision-making capability of voters while choosing appropriate candidates. The study was carried out between September and November 2023. Several findings are emerging from this study.

KAS Kenia in partnership with UNODC and EACC developed a Public Sector Corruption Risk Assessment Checklist to provide knowledge and information on how to recognize and detect corruption, especially in the allocation / use of public funds. The main objective for this publication is to enhance the target actor’s knowledge and information on how to detect and determine corruption especially in the allocation and use of public funds both at the national and county levels and how to mitigate the risks. The final output would strengthen knowledge and enforce actions to enhance transparency and accountability in budget and procurement implementation phases both at the national and county levels.

In Ostafrika folgen nach einem Rekord an Dürreperioden nun Überschwemmungen, die bisher 1,5 Millionen Menschen vertrieben. Dies verschärft die multiplen Krisen der Region. So verschlechtert sich die Ernährungssicherheit weiter und verstärkt das ohnehin hohe Städtewachstum. Gleichzeitig ringen die Regierungen der Region mit massiven Überschuldungskrisen, was notwendige Investitionen in klimaresiliente Maßnahmen erschwert.
