Kosovo faces complex and evolving national security challenges, shaped by both internal dynamics and external influences, as it advances on its path toward EU integration. In collaboration with the Kosovar Centre for Security Studies (KCSS) we have developed two papers — Confronting Kosovo’s Internal and External Threats on the Road to EU Accession and Kosovo in Russian Foreign Policy Discourse—which will be presented at this event

This Conference will bring together experts, policymakers, and community leaders to address these pressing issues. The event’s dual focus will provide attendees with valuable insights into Kosovo’s internal security dynamics and the impact of foreign powers, particularly Russia. By fostering a comprehensive dialogue, this event aims to deepen understanding of the multifaceted security challenges confronting Kosovo and to develop strategies that will safeguard its future within the EU framework, ensuring resilience in the face of both local and external pressures.

The first panel will examine Kremlin foreign policy statements on Kosovo, highlighting key themes and narratives that shape Russia’s stance. It will feature the presentation of research on Russia’s channels of influence in Kosovo, which suggests prior knowledge of the Banjska terrorist attack in September 2023. This analysis provides insights into Russia's strategic goals in the Western Balkans and the broader geopolitical context.

The second panel will focus on Kosovo’s national security and its EU integration process. This discussion will present an analysis of Kosovo’s security challenges from both local and international perspectives on the Road to EU Accession. Drawing on recent survey data, the report explores citizens’ perceptions of national security and the impact of EU integration on security measures. It also assesses the role of EU mechanisms in enhancing national security and evaluates the effectiveness of Kosovo’s institutions in addressing current threats.
