Hurdling on 3, 6 and 9. Towards an unconditional recommendation?

Monitoring the implementation of the second three months of the 3-6-9 Plan

The Konrad Adenauer Foundation in cooperation with the Institute of Democracy "Societas Civilis" - Skopje follows the implementation of the reform plan 3-6-9. The second report is intended for the second three months of the implementation of the plan and was publicly presented on the 5th of March.

The monitoring of the activities in the 6th month of the 3-6-9 plan reveals that out of the 31 planned activities:

- 16 activities (52%) are fulfilled

- 5 activities (16%) are partially fulfilled

- 6 activities (19%) are unfulfilled

- 4 activities (13%) are unable to be measured

There are some positive aspects in the increasment of the plan's predictability and ability to be measured. Other important aspect is that this time the Government published a list of full activities from the plan that were intended to be implemented. In addition, there was a prioritisation of the reform areas, which is a positive aspect.

Unlike the first three months, this time the accent is put on the reforms in the judiciary, security and intelligence services and the public administration.

Despite these positive aspects there are some anomalies in this plan as well. There are measures that constitute obligations and activities which are institutional responsibilities regardless of the plan 3-6-9. They are not and cannot be considered as reform activity.

In terms of the percentage of the addressed recommendation from the Priebe report from 2015 and the urgent reform priorities of the European Commission, the activities in part 6 are with the same scope as in part 3. Hence, 8 activities out of 31 can be linked with these two reports.
