Thorny Issues Ahead of COP28

The achievement of the goal to keep the world's temperature below 2° C, and ideally below 1.5° C, requires that countries cut Greenhouse Gas (GHG) emissions at least 45% below 2019 levels by 2030. Although advances have been made in many fronts, the realization of that goal remains an uphill battle which requires international cooperation to tackle.
