A Unified Approach to Migration Challenges in Nakivale Refugee Settlement.

Promoting Stability Through Civic Engagement in Migration: A Training Initiative for Host and Refugee Youth

From January 29 to 30, 2025, the Nakivale refugee settlement served as venue for a crucial exchange of ideas and strategies. Organized by the Refugee Youth Parliament Association (RYPA) in collaboration with the Konrad-Adenauer-Stiftung (KAS) Uganda and South Sudan, this training program aimed to equip both host and refugee youth with the tools to effectively navigate the challenges of migration while promoting civic engagement.

Ongoing conflict in the Democratic Republic of Congo (DRC), coupled with instability in South Sudan and the civil war in Sudan, has led to a significant influx of refugees into Uganda. Effectively addressing this humanitarian crisis necessitates sustainable solutions that prioritize governance, conflict resolution, and civic activism—essential elements of the Konrad-Adenauer-Stiftung’s (KAS) overarching mission to combat forced displacement and reinforce democratic governance.

The partnership between Uganda and its international allies, particularly the European Union and Germany, is crucial for promoting stability and fostering economic growth. Sustainable development in East Africa depends on the active engagement of young leaders who are capable of influencing policies that promote peaceful coexistence and integration. Similar to the role of parliaments in facilitating political discourse, this training initiative has empowered youth to become effective agents of change within their communities.

The training program, held over two days, focused on critical themes surrounding migration, conflict resolution, and youth empowerment. The first day commenced with opening remarks from key speakers, including Mr. Johnpaul Habimana, Director of the Refugee Youth Parliament Association (RYPA); Ms. Anisha Alinda, Programme Manager at the Konrad-Adenauer-Stiftung (KAS) Uganda and South Sudan; and Mr. Ayebare Edith, District Youth Chairperson. Their insightful addresses emphasized the essential role of youth leadership and strong partnerships in mitigating migration-related conflicts.

Following the opening remarks, Ms. Anisha Alinda led a session on analyzing migration trends and their impacts. Participants engaged in discussions regarding the underlying drivers of migration, as well as the economic and social challenges faced by young people. It was highlighted that both host and refugee youth share a dual responsibility in promoting stability within their communities.

Mr. Silver Turihamwe presented a comprehensive overview of conflict resolution mechanisms later in the day, focusing on mediation and legal frameworks that facilitate peacebuilding. Given the increasing pressures of migration, he underscored the urgent need for community-driven solutions to disputes. To further contextualize the challenges of migration, participants viewed a series of real-life stories that depicted conflicts within refugee settlements. This multimedia engagement not only provided a deeper understanding of the issues but also spurred discussions on lessons learned and best practices for fostering peace.

The program then transitioned to a focus on empowering youth in civic participation. Ruhinda Ivan, the Regional Refugee Protection Officer, provided an in-depth exploration of the legal frameworks governing refugee protection and asylum rights. Participants gained invaluable insights into their rights and responsibilities, emphasizing the need for ongoing dialogue between policymakers and the impacted communities. This understanding is essential for creating an environment where youth can actively engage in advocacy and contribute to the development of policies that resonate with their experiences.

Several key insights emerged, outlining a strategic path forward. Firstly, strengthening youth leadership through continued investment in leadership programs is critical for developing long-term solutions to migration challenges. Secondly, enhancing structured youth participation in governance is vital for bridging gaps in migration policies. Lastly, fostering multi-stakeholder partnerships is essential; ongoing collaboration between international and local organizations will be crucial for successfully implementing effective migration policies. With these insights and collaborative commitments, the program set a strong foundation for future efforts in empowering young leaders in the context of migration and civic engagement.

Mirroring the broader vision of KAS, the initiative created an essential platform for critical exchange, fostering sustainable partnerships and tackling the root causes of displacement. With Uganda continuing to experience migration-related pressures, structured youth empowerment programs remain a crucial component of policy solutions. The strategic interest of all stakeholders remains clear: creating conditions that allow for stability, participation, and shared prosperity across communities affected by forced displacement.
