Parliament: deciding on standing orders and first clarification of positions,

· Official presentation of the applicant countries’ accession applications to the Council of
Ministers, who passes them on to the European Commission (requesting a
recommendation) and the European Parliament (for an informal opinion),
· First review of applications within the institutions,

thereof with the European Commission (for recommendation), the Council of Ministers (in

· Presentation and discussion of the accession applications by the applicant countries to
the European Commission, the Council of Ministers and the European Parliament –
continued if necessary
· Presentation of recommendation by European Commission to Council of Ministers,
· Hand-over of inofficial European Parliament opinion to Council of Ministers as well as a
written statement to the press

· Negotiation of common position in the Council of Ministers and the European Parliament
· Speaker of European Parliament gives interview to the press

· The Council of Ministers votes (unanimously) on whether or not to commence accession
negotiations with applicant countries (each country is looked upon individually)
· The Council of Ministers instructs the European Commission – together with the
Presidency of the Council – to commence the accession negotiations with the candidate
countries

· Press conference for all by the Council of Ministers with questions from the media

Preparation talk and review on content and format of accession negotiations for all by “EU
scientific advisers”

· The Council of Ministers decides on common negotiation positions (esp. for the first
candidate country) and instructs the President of the Council and the European
Commission on the accession negotiations,
· The European Parliament formulates a common opinion on accession negotiations for
the candidate countries (esp. the first country to negotiate) and informally passes it to the
Council of Ministers and the European Commission,
· The candidate countries prepare for negotiations,
· The media investigates.

· The European Commission together with the President of the Council of Ministers
negotiate with the candidate countries one by one (to agree on draft accession treaties)
and keep constant contact with the Council of Ministers for guidance and confirmation of
negotiation positions,
· The Council of Ministers passes new common positions to its President and the
European Commission,
· The European Parliament continues to convey its opinions on the negotiations by communicating with the Council of Ministers and/or the media,
· The media investigates.
