Security policy from a European and Hungarian perspective

"Sur-Place Goes Places" is a regional series of seminars organized by the Konrad-Adenauer-Stiftung for participants of the scholarship programmes in Central and Eastern Europe and is implemented jointly by the country offices in the region. 
The participating country offices are: Czech Republic & Slovakia, Belarus, Hungary, Moldova, Poland, Southern Caucasus, Romania and Ukraine, Germany and Lithuania.

The second seminar of the series "Sur-Place Goes Places" will be hosted by the Hungary Office of the Konrad-Adenauer-Stiftung in Budapest, Hungary, between 2-5. April 2023.  The seminar will focuse on the topic of security policy from a European and Hungarian perspective with the help of numerous renowned Hungarian and international lecturers.

Europe, the European Union and Hungary face a threat not seen since World War II: Russia's war of aggression against Ukraine. While this is not the first armed conflict on the continent since World War II (see the Balkan Wars of the '90s), it is the first war waged by a sovereign country against another sovereign country with the aim of changing its external borders or forced regime change. 
This situation makes clear that the European Union, while economically large, is militarily fragmented and vulnerable. This revived the discussion about Europe's role in NATO, the dependency of the continent's security on the USA and thus the question of strategic autonomy (see the rearmament programs of the German Bundeswehr or the Hungarian armed forces or the statements by French President Macron about the necessity of European strategic autonomy). 
The goal of the seminar would be to assess what security challenges the continent is facing and how Europe can respond more efficiently to security threats in its immediate neighborhood in the medium and long term.  

Renowned Hungarian and international experts will deliver interesting lectures on the topic for the Sur-Place scholarship holders of the Konrad-Adenauer-Stiftung from 8 countries.
