On the other hand, strategic planning is a tool that allows the articulation of strategy with actions, which means setting an end point in order to direct the actions to be followed. In other words, if a state does not have a set of articulated strategies, decision-making would be strongly impacted and, facing the international system, would reflect the proverb ‘if you don’t know where you are going, any road will get you there’.
