It also reviews the institutional structure in terms of its action in the Amazonian territory and, in light of the meagre results, identifies the main dysfunctionalities that limit its actions, recognising that institutional weakness is a structural problem in Peru that is also reflected in other areas of public policy.
Finally, a set of recommendations to reverse this negative trend are proposed. Assuming that the structural problem will not be reversed in the short term, political action is required at the highest level to achieve the results proposed in national policies and their respective strategic plans.
