Presidents Ronald Reagan and Mikhail Gorbachev issued a statement after meeting for the first time in Geneva that “a nuclear war cannot be won and must never be fought” in the broader context of announcing that the countries had agreed to an ongoing process of dialogue to reduce nuclear risks and to promote nonproliferation and disarmament. Presidents Biden and Putin reaffirmed the Reagan-Gorbachev statement at their summit in Geneva in June 2021.
