Presidential and parliamentary elections in North Macedonia: victory for the opposition VMRO-DPMNE

VMRO-DPMNE returns to government after seven years

This may in the Republic of North Macedonia presidential- and parliamentary elections took place. The EPP-party VMRO-DPMNE could celebrate an outstanding victory in both elections. The president of VMRO-DPMNE Hristijan Mickoski becomes new primeminister and Gordana Siljanovska Davkova was elected as first woman as president of the country. The main topics of the elections were the dysfunctionality of the state, corruption and the dramatic situation in the healthcare and education system. The EU accession was not an important topic during the electoral campaigns. The ruling social democrats suffered a devastating defeat. The future government will be coalition of VMRO-DPMNE, Albania opposition alliance and the small party ZNAM of former social democrats. The new government will face a lot of challenges in the country but also on international level. The unsolved identity issues with Bulgaria and new discussions about the Prespes-agreement may continue to obstacle the path towards EU. The new government has to act wisely and less emotionally. Indeed at the moment there are more opposite moves. Domestically the new government will focus on economic development and attract foreign investments.

The super election year in North Macedonia was heralded with the swearing-in of the technical government on January 28, 2024, which had to be formed 100 days before the election date. The basis for this is the so-called Przino Agreement of 2015, which ended a serious domestic political emergency through the intervention of the EU and the USA. Talat Xhaferi is the first member of the Albanian population group to assume the office of Prime Minister. The government's main task is to organize the upcoming parliamentary elections.

Anlässlich des Jubiläums von drei Jahrzehnten Außen- und Verteidigungs-politik der heutigen Republik Nordmazedonien veröffentlichte die Konrad-Adenauer-Stiftung die Analyse „30 Jahre Außenpolitik und Verteidigung“, bei der auch Befunde der öffentlichen Meinung einflossen. Laut Untersuchung unterstützen die mazedonischen Bürgerinnen und Bürger den Beitritt des Landes zur Europäischen Union, sind jedoch nicht optimistisch, dass dies in Kürze geschehen kann. In diesem Sinne befürworteten 62,8 % der Befragten die Mitgliedschaft Nordmazedoniens in der EU, jedoch ganze 57,1 % lehnen den sogenannten „französischen Vorschlag“ von Juni dieses Jahres ab, der die Voraussetzung für das Aufheben des Vetos Bulgariens und für den Beginn der EU-Beitrittsverhandlungen Nordmazedoniens war.

Im September 2021 fand in der Republik Nordmazedonien fast zwei Jahrzehnte nach dem letzten (2002) ein neuer Zensus statt, dessen Ergebnisse nun veröffentlicht wurden. Nach diesen leben 2.097.310 mazedonische Bürgerinnen und Bürger im In- und Ausland, die tatsächliche Wohnbevölkerung im Land beträgt 1.836.713 Personen. Da das Ergebnis politisch eher aus der Perspektive von Bevölkerungsanteilen und damit einhergehenden Minderheitenrechten betrachtet wird, waren heftige politische Reaktionen nach der Veröffentlichung zu erwarten.

Der russische Angriff auf die Ukraine am 24. Die Lokalwahlen endeten nicht nur mit einem großen Sieg der oppositionellen VMRO-DPMNE, sondern beendete (vorerst?) die politische Karriere von Premierminister Zoran Zaev, der noch in der Wahlnacht seinen Rücktritt ankündigte

Die Hitzewelle in Südosteuropa hält auch Nordmazedonien seit mehreren Wochen in Atem und verursachte viele Brände im Land. In der deutschen Berichterstattung wird davon kaum Notiz genommen bzw. der Fokus auf das Nachbarland und EU-Mitglied Griechenland gelegt. Gleichwohl sind die Ressourcen, der Brandkatastrophe zu begegnen, in Nordmazedonien noch einmal knapper und das Krisenmanagement der Regierung ist verbesserungsbedürftig. Auf das mazedonische Hilfeersuchen reagierten viele Länder in der Region. Dabei werden jedoch leider erneut regionale Konflikte sichtbar.

Greece and North Macedonia on the way towards normalisation

It has been three years since North Macedonia and Greece signed the so-called Prespa agreement which put an end to the name dispute that had been going on since North Macedonia gained independence. Based on the agreement, the Former Yugoslav Republic of Macedonia was renamed North Macedonia. For the latter, the most important result was that Greece dropped its resistance against the country's accession to NATO and the EU. However, while North Macedonia became a NATO member about one year later, Macedonians are still waiting for progress with regard to EU accession. Nevertheless, the Prespa agreement can serve as a good example of how to find a way to balance bilateral conflicts in a region of countries that are new to statehood or have regained independence after a long period of time, where history and identity policy can still determine the politics of the day. Three years after the agreement was signed, the KAS Offices in both countries carried out a survey to find out what the citizens think about it. In the country report at hand, the directors of both offices describe the results from the viewpoint of their country of deployment.
