We announcing an opening for the position of Lead Financial Manager (hereafter Financial manager) in the project "United for Georgia's European Way!" fostering nationwide civil society engagement and democratic oversight of Georgia's European integration process."

The European Union (EU) and KAS funded project `United for Georgia`s European Way!` aims at strengthening the capacity of CSOs, academia, think tanks and independent media to support Georgia`s EU integration process through building nationwide coalitions, consolidating networks and enhancing public engagement in the process. The project is implemented by the Consortium led by the Konrad-Adenauer-Stiftung (KAS) and composed of the following CSOs: Open Society Georgia Foundation (OSGF), Economic Policy Research Centre (EPRC), House of Free Journalists (IJH).

Description of the position:

The Financial Manager is responsible for coordinating and overseeing financial operations of the project. In addition, the Financial Manager will perform financial management duties, including, budget management, financial reporting, cost control, expense reports of partner organisations as well as sub-grantees. The financial manager will supervise the compliance of financial reporting in accordance with the EU and KAS financial guidelines. He/she will work under the supervision of the Team Leader, and in close collaboration with the KAS-backstopping teams in Berlin & Brussels.

The position will be based in the project`s office in Tbilisi, Georgia and will report to the Team Leader and backstopping offices in Berlin and Brussels. The duration of the position corresponds to thirty-one (31) months.

Duties and Responsibilities:

** Planning monthly and annual Budget reports during the lifetime of the project
** Preparing monthly, quarterly and annual financial plans for the approval of the Team Leader
** Working in the bookkeeping system (PASTIS) and caring for all PASTIS related queries
** Establishing file plan units in PASTIS with folders and subfolders and ensuring the circulation and internal transfer of electronic folders to the relevant staff members
** Ensuring that financial resources are available in a timely manner for the smooth operation of the project`s program activities and day-to-day activities
** Ensuring that financial matters that require decisions or informing of the Team Leader are promptly brought to her/his attention
** Maintaining the integrity, confidentiality and safety of financial data
** Ensuring that accurate and up-to-date records are kept on all financial
activities
** Communicating with backstopping office in Berlin in all financial management matters
** Coordinating and supporting the work of project accountants at partner`s offices
** Supporting the work of project accountants of sub-grantees
** Advance control of supporting documents of project expenses submitted by partner organisations and double-checking their compliance with the EU and KAS guidelines and procedures
** Making sure that Project Accountant delivers on his/ her tasks and respects guidelines and procedures
** Making project-related payments (cash, cheque, online)
** Controlling payments (cash, cheque, online) carried out by the Project Accountant
** Supervising the booking of expenses executed by Project Accountant. ** In exceptional cases, if there is a need to meet deadlines related to financial reporting (interim report to EU) or to internal administrative processes (KAS), supporting Project Accountant with booking of project expenses in PASTIS
** Supporting auditors with all relevant information for interim and final auditing
** Supporting KAS Tax advisor with all relevant information for monthly declarations
** Monitoring project expenditures and budget performance in line with the project budget.

Qualifications and skills:

** Bachelor`s degree in relevant field required with 5 years of work experience in finance, accounting and other relevant sectors
** Previous experience in working with financial management of EU funded projects
** Excellent written and verbal communication skills
** Experience with Microsoft Office, particularly Excel
** Ability to respond effectively to time sensitive demands & inquiries
** Excellent organizational skills with a willingness to take initiative and be proactive
** An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
** Fluency in Georgian and English is required. (knowing German language will be an asset)
