Mit einem gesellschaftlichen Bonitätssystem (Social Credit System), dem „System für Soziale Vertrauenswürdigkeit“, arbeitet China am Aufbau eines Systems zur Überwachung, Bewertung und Regulierung des Verhaltens von Individuen und Unternehmen. Flächendeckende Digitalisierung, lückenlose Datenspeicherung und Gesichtserkennung sind Grundlagen dafür. Wer sich an die von der Regierung gesetzten Regeln auch im privaten Bereich hält soll belohnt, wer dagegen verstößt bestraft werden.
Die ersten Pilotprojekte sind am Start. Bereits 2020 soll das System im ganzen Land Daten sammeln. Worum geht es der chinesischen Regierung bei der Errichtung dieses Systems? Wird es von der chinesischen Bevölkerung akzeptiert? Welche Konsequenzen hat es für den Einzelnen? Was bedeutet es für die gesellschaftlichen und wirtschaftlichen Entwicklungen in der Zukunft? In wieweit sind einheimische Industrie und internationale Unternehmen in China davon betroffen?
Mareike Ohlberg ist wissenschaftliche Mitarbeiterin am Mercator Institut für Chinastudien (MERICS) in Berlin. Ihre Forschungsschwerpunkte sind subnationale Regierungspolitik, offizielle Medienpolitik sowie Entwicklungen in Hongkong und Taiwan. Nach dem Studium der Ostasienwissenschaften an der Universität Heidelberg und der Columbia University promovierte Ohlberg im Fach Sinologie. Ihre Dissertation beschäftigt sich mit Veränderungen in Chinas Außenpropaganda nach 1978. Sie verbrachte ein Jahr als An Wang Postdoctoral Fellow am Fairbank Center der Harvard University sowie ein weiteres Jahr am Cheng-Shewo-Institut für Journalismus der Shih-Hsin-Universität in Taipei.
