In a context that the global emergency intensifies for environmental and climate governance, it is observed a lack of blunt action from the Brazilian federal government. Therefore, the Brazilian subnational entities enjoy an unprecedented opportunity to be leading figures on international agendas consolidation. Moreover, it is an opportunity to leverage their development.

 

Given this scenario, from the literature about the paradiplomacy phenomenon in Brazil and the multilevel climate governance, the present article has the goal to analyze more deeply the case of the Forum of the Secretaries of the Environment of Brazilian Capital Cities - CB27 as an implementation catalyst of the current main agenda about climate, the Paris Agreement.

 

Ana Abreu is the project coordinator of decentralization and sustainable development at KAS Brasil. Since 2018, she has been collaborating in the development of the Forum CB27 as well as other projects in the foundation's other thematic areas. She is an internationalist from the Pontifical Catholic University of Rio de Janeiro (PUC-Rio) and a Master's student in Sustainable Development at the Federal Rural University of Rio de Janeiro (UFRRJ).
