Background:

Despite their significant contributions, women’s inclusion in policymaking remains limited, and their impact often underappreciated. In ASEAN economies, inclusive policymaking—which integrates women’s perspectives—has demonstrated the potential to transform economic and societal outcomes. Conversely, the exclusion of women’s views and voices from decision-making spaces limits women’s ability to contribute towards the growth of the nation. To explore these critical dynamics, we are seeking a consultant to author a comprehensive paper on this topic. 

 

Objective: 

To examine the impact of women’s inclusion in policymaking on economic growth, sustainable development, and regional integration in ASEAN economies, while analysing the economic and societal costs of their exclusion. The study aims to provide evidence-based insights and actionable recommendations to promote gender-inclusive policymaking for a more equitable and prosperous ASEAN region. 

 
Scope of the Paper: 

Amongst others, the paper should address the following 

  1. The Impact of Women’s Inclusion in Policymaking:
    • Case studies showcasing how the inclusion of women in policymaking has driven economic progress in ASEAN member states. 
    • The relationship between inclusive policies and improved economic resilience and innovation. 
    • Contributions of inclusive policymaking to equitable and sustainable development. 
       
  2. The Costs of Excluding Women: 
    • Economic and societal consequences of underrepresentation in policymaking roles. 
    • Analysis of the opportunity costs linked to the absence of women in economies 
    • Comparative analysis of economies with higher versus lower levels of women’s participation in policymaking.
