CALL FOR TENDER: EXTERNAL AUDIT / EXPENDITURE VERIFICATION SERVICES

Konrad Adenauer Foundation Armenian branch (KAS) hereby announces a tender for External Audit Services within the scope and for the “Youth in Action: Youth Empowerment and Leadership Development in Armenia” Project. The project is co-funded by the European Union and KAS and is implemented together with the World Vision Armenia (WVA), Media Initiatives Center (MIC), and Gyumri "Youth Initiatives Centre" (YIC).

PROJECT DETAILS

This call for tenders is to audit the a) mid-term and b) final financial reports of the project as outlined in the Terms of Reference (ToR).

AUDIT TIMEFRAME

a) Mid-term expenditure verification

Below are the estimated key dates that comprise the Audit engagement for the mid-term expenditure verification:

Start of audit: February 2025

First review: February 10, 2025

Second review: March 2025

Delivery of draft report: April 7, 2025

Delivery of final audit report: April 21, 2025

b) Final expenditure verification:

The execution period for the final expenditure verification will be around the end of the project implementation period (June 2026).

Interested parties are invited to submit their offers in digital format by the deadline indicated below:

REQUIRED DOCUMENTS IN ENGLISH

The tender offer must include:

1. Company Profile: Brief presentation of the company including relevant past experience in similar project setups.
2. CVs of auditing team members:  Outlining the relevant experience of the auditing team.
3. State Registration Certificate: A copy of the audit organization's state registration certificate.
4. Audit Services License: A copy of the valid license for audit services.
5. IFAC Membership: Proof of membership in the International Federation of Accountants (IFAC) or a national association registered with IFAC.
6. ToR Confirmation in Writing: Acceptance of the ToR, proposed audit methodology, and applicable standards.
7. Quotation: A financial proposal excluding VAT, inclusive of all related expenses.
8. Proposed Schedule: A detailed schedule for the audit engagement (including both mid-term and final expenditure verification).
