Opening Speeches: Does No War Mean Peace? International Security Strategies in a New Geopolitical World Order

Globalization is changing the nature of risk. Natural and social systems — from climate to energy, food, water and economies — are tightly coupled. International security and global risk management should implement efficient strategies in a new geopolitical world order. This proposal intends to analyze global crisis management through the traditional lenses of security, considering first the necessary historical performance of the Armed Forces in Latin American and European countries. Then, how transnational alliances between countries can enhance defense strategies for various types of threats and, in turn, how technology and the virtual environment can promote solutions or mechanisms that would lead to responses to crisis situations. Specific approaches are needed to assess interconnected threats and build resilience worldwide.

Panel 1 – The Civil-Military Nexus: Global Risk Management and the Role of the Armed Forces

Three elements are common to a crisis: i) a threat; ii) the element of surprise, and iii) a short decision time. What threats are the Armed Forces preparing for? The main objective of this table is to provide an analysis of the role of the Armed Forces in Latin American and European countries. It is important to discuss how different recent historical processes have given rise to the construction of a multifaceted and functional relationship between civilians and military leaders. On the other hand, we aim to select good practices to favor changes for a better reputation and military-civilian partnership.

Panel 2 – Overcoming Insecurity: Multilateralism and the Role of Transnational Security Alliances *10:00 Brasilia / 15:00 Berlin Transnational alliances represent important support and reassurance for countries in situations of insecurity. At the same time, such partnerships have strengthened initiatives for cooperation agreements in cross-cutting areas, generating benefits for the parties involved. The objective of this panel is to discuss the role of Transnational Security Alliances and how to promote a more efficient management to minimize the financial impact of the post-pandemic economic crisis on defense budgets, as well as to analyze the role of investment in new defense technologies to support the Armed Forces in preparing for uncertainty or threat scenarios and strengthen international cooperation in the area of international defense and security.

Panel 3 – Changing the Game: Cyber Responses to Crisis Situations

The emergence of a complex, intertwined geopolitical global order has generally led to an increase in global prosperity and safety. Yet, pandemics, terrorism, climate change, nationalisms, extremisms, biodiversity loss, emergencies of scarcity and the global increase of antibiotic resistance, for instance, present serious threats and have the potential to cause crises and emergency situations. This panel will focus on emergency response, analysis of good practices, international security empowerment and strategies for recovery. While risk management is essential and should be part of any response plan, cyber responses and technical solutions are often being overlooked. The experts will take a look at previous cases and identify best practices as well as shortfalls in this scenario.
