XXXI edycja Międzynarodowej Krakowskiej Konferencji Bezpieczeństwa zatytułowana „Euroatlantyckie Forum Demokracji i Bezpieczeństwa: Wolność Nasza i Wasza” jest poświęcona analizie i dyskusji na temat zmian społecznych i geopolitycznych, które wpływają na demokracje zarówno na świecie, jak i w Europie. Procesy takie jak wzrost populizmu, tendencji autorytarnych i polaryzacji osłabiły demokracje wewnętrznie. Zbiegły się one z zewnętrznymi zagrożeniami ze strony reżimów autokratycznych, które destabilizują liberalny ład międzynarodowy.
Wewnętrzne i zewnętrzne wyzwania dla demokracji i ładu międzynarodowego są ze sobą silnie powiązane. Zbyt często zjawiska takie jak populistyczny nacjonalizm i wojny kulturowe były analizowane tak, jakby były odizolowane od areny międzynarodowej. Podobnie, zjawiska takie jak wojny handlowe czy wojny proxy są często badane i przedstawiane bez pogłębionej analizy ich wewnętrznych kontekstów. Dlatego właśnie dyskusja o zmieniającym się porządku międzynarodowym i jego wpływowi na społeczeństwa demokratyczne jest tak aktualna i potrzebna.
Społeczeństwa otwarte mają swoich wrogów, ale mają też zdolność do autorefleksji. „Euroatlantyckie Forum Demokracji i Bezpieczeństwa: Wolność Nasza i Wasza” stanowi platformę do wymiany myśli i poglądów.
Toczące się współcześnie procesy społeczne skutkujące spadkiem zaufania do demokracji liberalnej zbiega się z narastającą atmosferą niepewności, wynikającą z szeregu czynników ponadnarodowych: kryzysów finansowych i uchodźczych, globalnej pandemii COVID-19 oraz rywalizacji wielkich mocarstw. W Europie, a zwłaszcza w regionie Europy Środkowo-Wschodniej, największym źródłem niepewności jest agresywna, neoimperialna polityka zagraniczna Rosji. Rosyjska inwazja na Ukrainę stworzyła wyraźne zagrożenie dla bezpieczeństwa państw członkowskich NATO z wschodniej flanki i wywołała poważny kryzys humanitarny. Doprowadziła też do największego kryzysu porządku opartego na roli ONZ.
Wojna w Ukrainie sygnalizuje wejście w nową erę globalnych stosunków międzynarodowych i transformacji struktury międzynarodowej. Prezydent Joe Biden opisał nowy ład międzynarodowy jako globalne starcie między demokracją a autorytaryzmem.
Forum zamierza zbadać naturę tych zjawisk i procesów. Jego celem jest zgromadzenie badaczy, dyplomatów, ekspertów i dziennikarzy, aby umożliwić im wspólną dyskusję nad sposobami obrony i wzmocnienia demokracji w świecie pełnym współzależności.

In recent years, public discourse has increasingly returned to traditional security themes - including the rivalry of great powers. At the same time, especially since the outbreak of the COVID-19 pandemic, the notion of "security" and "integration" has also begun to fall in areas such as economic and health policy. In migration policy, the most pronounced change taking place, particularly since the so-called "refugee crisis" in 2015, is the militarization of borders in Europe - particularly the militarization of the EU's external border.
