More than a year into COVID-19, the pandemic continues to affect all facets of daily life all around the world with a considerable impact on our democracies. To avoid the further spreading of the virus, parliamentary, regional or local elections are re-scheduled, alternative voting processes are introduced and new technologies are in the center of attention. Both South Korea and Germany share the experience of elections in times of COVID-19. Moreover, election results show divergent trends regarding the impact of the pandemic on voting behavior and election results.

Konrad-Adenauer-Stiftung e.V. together with the Embassy of the Republic of Korea thus aim on advancing international cooperation in the pandemic by bringing together public policy experts from Germany and South Korea for the third time. While the former digital expert dialogues centered around public governance regarding containment and vaccination strategies, the third edition aims on discussing the following guiding questions:

  • Which are critical success factors for Korea and Germany regarding election management, administration and voting processes while avoiding the further spread of the virus?
  • Which alternative voting processes and mechanism help Korea and Germany to conduct safe yet democratic, fair and just elections?
  • To what extent does COVID-19 influence voting behavior in South Korea and Germany?
