Titlul trimite la unul dintre cele mai importante scopuri ale lustraţiei pe care Consiliul Europei îl descrie astfel într-unul dintre rapoartele sale privind trecutul communist: “Lustraţia are drept obiectiv crearea unui spaţiu în care democraţia să poată respira, unde să poată prinde rădăcini fără pericolul ca persoanele aflate în funcţii înalte să încerce să o submineze. … Scopul lustraţiei nu este acela de a pedepsi persoanele suspectate a fi vinovate – acesta este rolul procurorilor prin mijloacele penale – ci de a proteja democraţiile tinere.”
