The livelihood of villagers relies on natural resources especially land, forest, mountain including lakes, rivers and canals. This has always caused conflicts about the use of those natural resources between the state and the private sector, or the state and the local people. When lawsuits arise about the use of the law, those people, sectors and the officials often have different interpretations of the law. This causes prolonged conflicts and the less privileged suffer more. To alleviate problems as well as to improve the situation, the That-Phanom Municipality (TPNM) together with experts in environmental law, environmental conservationists and the local people want to jointly organize this seminar with support from the KAS. The seminar aims to provide knowledge/information and in particular to share knowledge about environmental law interpretation in Thailand and Germany as well as to find new ideas and suggestions for better environmental conservation in a form of local/cultural mechanisms.  It’s expected that the seminar will lead to an exchange of knowledge and new ideas with the target groups. Their interpretation of the law should evolve to follow more international standards, clarity and fairness to all parties.  Also, it should reduce hardships and conflicts, allowing a more sustainable conservation of natural resources and the environment in the country.
