Program for All Cubans - Proposal for a Transition to Democracy
Programa Todos Cubanos − Propuesta para la transición a la democracia
On 10 May 2006 Oswaldo Payá, leading member of the Cuban opposition movement Movimiento Cristiano Liberación (MCL), presented to the public the Programa Todos Cubanos. The program is the result of the National Dialogue. About 15.000 Cubans in Cuba and in exile participated in this process, which lasted for two years. Taking the existing legal structure as a starting point, concrete proposals for a peaceful transition to democracy in Cuba are made. The brochure contains a summary of the 140 pages long program in English.
