Development cooperation with Africa

Africa is not a monolithic block of 53 countries, of which 48 are situated south ofthe Sahara. Conditions in these countries are so heterogeneous and the challengesconfronting them so diverse and specific that it is impossible to define a consistentreference framework that is valid everywhere. This discussion paper outlines Africa’skey challenges in development and security policy, followed by a summary of generalconclusions and action recommendations for (development) policy.
