In 2014, the Albanian Parliament passed two important laws that guarantee public participation in decision-making: the law "On Notification and Public Consultation" and the law "On the Right to Information." Today, ten years after these acts came into force, due to the effects of administrative-territorial division, the direction of most municipalities in the country by the same political force, and the low participation of young people in the last local elections, there is a need to monitor the practical implementation of these laws.
Through this monitoring report, a practical measurement has been carried out of the progress in implementing the citizens' right to participate in public consultation and to obtain information on official documents at the local level. Thus, the aim of the joint initiative between the European Center and the Konrad Adenauer Foundation is to improve citizens' participation in decision-making processes. We have tried to provide an overview of the current situation of local institutions, as well as the level of public awareness to practically exercise the rights guaranteed by law.
