The effects of democratic change – an ageing population, shrinkage of population
and migration – affect an increasing number of regions and communities within the
EU in different ways. It has consequences on the economic, social, educational and
infrastructural sphere. Concepts to tackle the problem vary.
What are the consequences of demographic change for the regions in Europe? What
are the appropriate political means to manage and adjust to the changes? To what
extent should and can the European Union engage in tackling the problem?
