A Europe-wide data exchange between intelligence and security bodies and a common record of potential attackers as well as effective border controls is needed. Over the past two years, the European Commission has taken several initiatives and submitted numerous proposals. However, Member States show different degrees of commitment when it comes to cooperation and implementation. New global challenges underline the need for a strong and united European player in international security. The question is how security in and for Europe can become more efficient?
