Local non state actors are increasingly contributing to and actively participating in international development cooperation. The involvement of local authorities plays an important role in enhancing civil participation and local ownership and has a particularly positive impact on decentralisation and democratisation processes.

The Konrad-Adenauer-Stiftung and the Council of European Municipalities and Regions (CEMR) are organising this conference to raise awareness of the important role of local governments in development cooperation and to encourage them to start development partnership projects. The three key objectives of the workshop are:

•to learn from case studies about the added value of local to local government cooperation in achieving major development objectives

•to discuss the specific instruments and policies of the EU regarding non state actors and local authorities in development policy

•to introduce the Konrad-Adenauer-Foundation as a competent bridging partner in transition and development countries for the drafting and implementing of respective projects
