This volume makes available papers presented

at an international conference in Beijing,

People's Republic of China by members of the

Konrad-Adenauer-Stiftung Working Group of

Young Foreign Policy Experts. The conference

was hosted by the prestigious China Institute

of International Strategic Studies (CIISS) and

the Konrad-Adenauer-Stiftung (KAS) of Germany

in July 2009.

The Working Group of Young Foreign Policy

Experts was established by the Konrad-

Adenauer-Stiftung in 2001 in order to bring

together young experts with an interest and

competency in foreign politics. KAS wished to

offer them a visible platform for mutually

beneficial cooperation on pressing foreign policy

issues. In addition, the working group is tasked

to improve the identification and subsequent

interconnection of foreign policy expertise and

relevant commitments in Germany. With the

establishment as well as long-term support and

promotion of this working group, the Konrad-

Adenauer-Stiftung aims to make a meaningful

contribution to Germany's foreign policy culture.
