Context:
The energy sector of West African countries is confronted with two challenges: While energy access in rural areas remains at a low level, national energy policies foresee an increase in renewable energies in order to reduce greenhouse gas emissions.
Ensuring sustainable energy access for all is the goal of various development agendas such as the SDGs and the Vision 2063. On a national level, countries have committed to outline and communicate their actions to reduce national emissions and building the capacities to effectively adapt to the impacts of climate change via their NDCs.
Taken into consideration the ecosystem, institutional settings, geopolitical realities and the existence of natural renewable resources, there is no single solution for adaption and mitigation to climate change. Efforts towards policy development, regulatory framework and its implementation as well as financial contributions are necessary and a holistic approach is needed.
Konrad-Adenauer-Stiftung (KAS) in cooperation with the Institute of Green Growth Solutions (IGGS) therefore aims to promote a dialogue and exchange of good practices from national levels in order to find solutions to regional and global challenges and to support the implementation of the NDCs in West African countries.
Themes:
During the conference “Nationally Determined Contributions - Climate Change and Energy Dynamics in West Africa”, the current process of NDC implementation will be discussed, with a special focus on mutual learning and good practices. The attending participants will contribute their expertise to the following topics:
- Review of NDCs from West African countries with a focus on energy: Implementation progress and future strategies
- Raise awareness for low carbon energy supply and alignment of national NDCs with national energy policies
Objectives:
This conference brings together policy makers, experts and academics from West African countries to exchange knowledge, to discuss and formulate answers to the questions above and to find new strategies for sustainable energy production and consumption. This experience will support the formulation of the balance energy production and consumption as well as climate change mitigation and adaptation. The aim is to help in formulating new or updated NDCs in 2020.
Structure:
The conference will be divided into
- Panel discussions and
- Round-Table discussions
The first session will consist of two panel discussions and one presentation. After this, two round table discussions will address the questions highlighted above.
A moderator and a rapporteur will facilitate the round table discussions. At the end of the conference, the rapporteurs will briefly present the outcome of discussions. As a follow-up of the conference, outcomes and recommendations will be produced and disseminated.
Schedule and Venue:
The conference will be held in Accra, Ghana. International participants will arrive on the 27th of August 2019. The conference will be held on August 28/29, including a field trip on the first day.

The working language is English.
