While the mitigation agenda is more present among the richer and more developed countries, the adaptation agenda is, on the other hand, of greater interest to the poorer and smaller countries, as they are known to be particularly vulnerable to extreme events. extreme weather. This does not mean that these countries have a national or municipal adaptation plan, but most of them mention adaptation as a higher priority issue than mitigation. The level of awareness and interest also does not guarantee a good level of coordination between the national governments and the respective municipal governments. We think, therefore, that there is a great opportunity here: in the same way that we did for the mitigation agenda in the larger / richer countries, we could help the smaller countries (and their respective capitals) to coordinate actions in the adaptation schedule. Therefore, the objective of the third part of the project was to support countries and cities to assess their vulnerability to climate change and prepare and strengthen their respective adaptation plans.
The Konrad Adenauer Foundation, in 2020 joined WayCarbon, developing this training activity in the years of 2020 and 2021, and will continue in 2022 supporting cities with this training. As one of the main lessons from the previous phases, it became clear that one of the main difficulties for cities to prepare their climate adaptation plans is related to the lack of involvement of other government departments (mainstreaming), partly due to the lack of knowledge and understanding of the general problem of climate change. In this sense, the objective of this brief training will be to inform and sensitize decision-makers at the highest possible level of the sectors most directly affected about climate change, its relevance and the basic principles of adaptation.
