In preparation for COP 21 in Paris, the Ministry of Environment of the Republic of Panama and the Regional Programme Energy Security and Climate Change in Latin America of the Konrad Adenauer Foundation, organized a workshop for negotiation with the objective of developing the capabilities of current and future climate negotiators in REDD +, adaptation and loss and damage.
The introductory session of the workshop consisted of presentations on the Ad Hoc Durban Platform for Enhanced Action (ADP); the legal context of the UNFCCC and the Kyoto Protocol; an update on INDCs; processes and negotiation protocol; and on issues of REDD +, adaptation and losses and damages under the Paris Agreement.
After the introductory session on the different subjects mentioned, participants assumed the roles of different developed countries, developing countries and negotiating groups, thereby simulating two days began. Experts facilitated the debate; They guided the participants in the negotiation process and protocol; and also they delivered talking points to direct and encourage dialogue.
