Changed Military Starting Position
After the failure of various international peace initiatives, the German government launched a political process in autumn 2019,bringingtogether at the Berlin Libya Conferencethe international and regional playersinvolved in the conflict in January 2020 and committingthem to end their support and comply with the international arms embargo in place since 2011. This was intended to pave the way for inner-Libyan ceasefire negotiations and reorganizationof the political system and the country's economic interests based onan action plan that was also presented at the conference.
