Forests for the Future: Saraburi Low Carbon City

Results from the Workshop Series on Open and Innovative Government in Thailand

KAS Thailand in cooperation with the Office of the Public Sector Development Commission of Thailand or OPDC has continuously moved forward to establish the open government in Thailand and also to promote public participation in policy process as well as public sector development through many activity formats. In 2024, the climate change mitigation policy was chosen as the main topic, with the focal issue of ‘Low Carbonisation’ attempt run in Saraburi Province as the workshop case. The workshop series provided space for local citizens and civil society, both in Saraburi and neighbouring provinces, to discuss and exchange directly with relevant government offices and private companies which have concerned very much with carbonisation and forest management in the areas.

Information, opinions, and comments were gathered and concluded into five concrete operation plans for bringing about short- and long-term impacts, which are

  • Five-year community forest development plan which will cover issues of conservation, restoration, development, supervision, and utilisation of natural resources in environmental-friendly manner in community forests, e.g. first eleven forest areas and further with 38 other forest areas in Saraburi
  • Catalogue compilation which will assure more targeted support by compiling key information from every community forest, e.g. five-year goals, urgent needs, and proposed development projects
  • Matching projects or partnership programme were formed between private companies and local community forests. The programme will encourage the private sector to contribute to the work of local communities in preserving the green areas and lowering carbon emissions
  • Matching support platform will be developed to facilitate the community forests and enable private companies as well as interested organisations who have not participated in the beginning to apply to the partnership programme for further contribution
  • Action plans for future activities upon which the key activities will be designed to support the community forests in the next level, i.e. raising awareness on Community Forest Act, financial resource management, ecotourism, carbon sequestration, firebreak construction, wildlife water resources, and etc.

Saraburi Province and OPDC will subsequently monitor the long-term outcomes of the project and promote its use as a model for effective public participation in local and national policy processes to other provinces.
