"A parliamentary democracy can only exist – especially in times like ours – if every individual in the community, in parliaments, and in the political parties is committed and works for the common good."
This was said by the Chancellor of the Federal Republic of Germany, Konrad Adenauer, in his Christmas address in 1961. This statement is as true today as it was then. The principle applies in Germany and Romania. It applies to all of Europe. Our democracies are the solid ground on which we can defend security, freedom, and prosperity and secure them for our children and grandchildren.
The term "democracy" has acquired an irritatingly bitter aftertaste in Romania. Too often, the term has been used as a smokescreen to conceal all sorts of machinations for personal gain. But before we reject democracy as a form of government, we should ask ourselves whether it has ever been implemented in Romania as Konrad Adenauer described it. Has every individual in the communities, parliaments, and political parties made their contribution to the common good? Exactly. Too few have done so.
Democracy isn't just about regular, free, fair, and secret elections. A true democracy requires a sincere focus on the common good. For trust to develop, the greatest possible transparency in political processes is necessary. There must be a clear separation of powers. Strong institutions are needed. We need an independent judiciary, free from political influence. And we need active, informed, and politically educated citizens who feel responsible for the community.
