The EU faces an unprecedented number of internal and external challenges in an international environment that is becoming increasingly fragile, divided and competitive. While the Lisbon Treaty paved the way for a more active foreign policy role, there are concerns over the EU’s ability to transfer its ambition and economic weight into political influence and effective action.
