KAS-ICRIER Financial Sector Seminar III/2013

On 25.09.2013, KAS, in collaboration with ICRIER and FICCI conducted the 3rd seminar in the course of the quarterly workshop series on the “12th Five Year Plan: Regulations” in Kolkata. During the 3rd of altogether four workshops, experts discussed the macro-economic prospects and challenges of the current Five Year Plan (2012-2017) of the Indian Government, keeping in mind the aspect of Regulations and the implementation with an interested audience.

Partha Chatterjee, Minster of Commerce and Industries, Industrial Reconstruction, Public Enterprises, Parliamentary Affairs and Information Technology, Government of West Bengal, emphasized on the need to give thrust to the manufacturing sector and human asset development asserts on the generation of about 1.3 million jobs in the year 2013-14.

Arun Maira, Member of the Planning Commission, Government of India, said “It can't be top down approach any more where the centre dictate terms” and demanded more power for the states. The Planning Commission's process of working with states is outdated, he claimed and that the role of the Planning Commission needs to evolve to capture the changing dynamics of the centre-state relationship under a coalition structure of the central government and since the regional parties become more powerful like never before.

Furthermore, there was a technical session where Roland Lomme, Governance Advisor, South Asia Governance and Public Sector Unit, The World Bank, Dr. Rajat Kathuria, Director and IE, ICRIER, Dr. Navroz Dubash, Centre for Policy research and Dr. V K Unni, Associate Professor, IIM Calcutta discussed the possibilities of implementation of regulation and independent regulators.
