Objectives :
- to develop a culture of good governance amongst local authorities in Sabah;
- to explore ways and means of inculcating and promoting transparent management, planning, implementation and evaluative practices in local authority administration;
- to gather inputs from learned participants for the formulation of the Papar District Master Plan incorporated with positive virtues of good governance; and
- to improve the quality of lif of the local populance.
