25ème édition du HR Summit : Younes Sekkouri s’adresse aux DRH

As an official partner of the 25th HR Summit organised by the AGEF Nationale, the Fondation Adenauer, Rabat office, will be taking part in the launch of this year's event on 10 and 11 November 2023, under the theme "Liberating energies - Mobilising intelligence". Postponed to these dates due to the earthquake that struck the Al-Haouz region on 8 October 2023, this annual event brings together HRDs from Morocco, the continent and internationally to discuss current issues and their relationship with the HRD function.

To open the proceedings of the 25th HR Summit, Bouchra Nhaili, President of AGEF Nationale, chose the famous HR law: "There is no wealth without people" to kick off the conference. She expressed the firm desire of AGEF Nationale, including its five regional sections, to support the Kingdom's regions in developing their human capital.

In his opening remarks, Steffen Krueger, Resident Representative of the Konrad-Adenauer Foundation, drew the audience's attention to the activities of the Adenauer Foundation in relation to the theme of the summit, namely the mobilisation of energies.

The Minister for Economic Inclusion, Small Business, Employment and Skills, Younes Sekkouri, began his speech by recalling the wide-ranging social reform that puts children and citizens at the heart of Morocco's concerns. To this end, King Mohammed VI has launched a project worth DH30 billion a year to strengthen the economic and social targeting programme, he said. It's not just a question of budgets; Morocco is well equipped to administer this project, namely the Unified Social Register and the Social Population Register," he said.

Indeed, inclusion is at the heart of this royal vision in which no Moroccan man or woman is left to his or her fate without shelter from the social state, he stressed.

The Minister's speech also provided an opportunity to review the latest figures published by the Haut-Commissariat du Plan on the Labour Market Situation in the Third Quarter of 2023 *.

The first trend fuelling unemployment in Morocco is drought. According to the HCP report, 23,1000 unpaid jobs have been lost as a result of the drought. As a result, the logic of exodus imposes itself ipso facto on these people, who often share the work with members of their families. If there is a destination, it is the construction industry, which in turn is not having the best of days," says Younes Sekkouri.
In this context, the Minister recalled the two programmes recently launched by the government, Awrach  and Awrach II, and regretted that, despite the availability of posts, people were not applying, which had pushed this programme towards a new territorial redistribution.

In addition, 680,000 jobs have been lost in self-employment - not necessarily self-employed entrepreneurs, he said. The Minister for Economic Inclusion, Small Business, Employment and Skills justified this loss, in part, by the reconsideration of salaried employment due to the expansion of the CNSS or, quite simply, by the lack of declaration due to unstable and insufficient income.

Younes Sekkouri also took the opportunity to raise awareness among Human Resources directors of the need to support the government's efforts and consolidate them within their companies. Today, Morocco has a new urgent need for reform, namely continuing training," he pointed out. With this in mind, the Minister shared with the audience at the 25th HR Summit a new decision taken jointly with the CGEM to take responsibility for continuing training, he said. 

At the same time, the Minister invited HRDs to take a fresh look at the issues they have to manage, to accept the right to make mistakes and to say from time to time "it's not a big deal", because excessive control would block individuals rather than having the desired effect in terms of discipline and productivity.

Finally, the Minister invited HRDs to start considering data management in relation to ethics throughout their companies, as a major issue now facing the human resources function.
