by Teresa Val

The Impact and Implementation of Resolution 2664

On November 14, 2023, the Konrad Adenauer Foundation (KAS) Office in New York and International Peace Institute (IPI) convened a closed-door roundtable to assess the implementation and impact of the landmark UN Security Council Resolution 2664—establishing a humanitarian carveout across UN sanctions regimes—and consider how it can be applied to counterterrorism measures.

This roundtable was the second in the ongoing series, “Bridging New York and Geneva on Humanitarian Action,” which aims to better connect the humanitarian perspective of Geneva to the work of the United Nations in New York. The discussion brought together representatives from the UN Secretariat, Member States, humanitarian organizations, civil society, think tanks, and academia to discuss the benefits and challenges of Resolution 2664, as well as ways to safeguard humanitarian action in counterterrorism resolutions.

Key findings and recommendations from the discussion are available to download.
