Thomas Birringer, Resident Representative to the Palestinian Autonomous Territories, presented a general overview on the work of the KAS and provided background information on the framework programme “Enhancing the Role of Civil Society Organisations in the Legislative Process”, implemented by KAS and MIFTAH and funded by the German Foreign Affairs Ministry of which the discussion round is an integral part.
The first study to be presented was the research paper “Parliamentary Precedents in the Palestinian Legislative Council 1996-2007” by Mr. Jehad Harb. The author discussed the performance of the Palestinian Legislative Council with regards to the basic law. He strongly recommended to review the basic law and proposed a set of amendments.
The second legal study beared the title “Presidential Legislative Decrees 2007-2008” prepared by Tareq Touqan who pointed out a number of laws issued by presidential decree. Some of these laws have not been legislated under the status of emergency, giving rise to profound critique, as Touqan stated. He therefore demanded a more thoughtful interpretation of the constitutional law and its efficient application in order to ensure legitimate performance of the President in the legislative process.
The audience was composed of PLC members, NGO and civil society representatives, political stakeholders and the media. Al-Jazeera broadcasted a simulcast. All attendees showed a genuine interest in the topic and contributed to a very lively discussion.
