The forum, entitled "The Criminalization of Cyberspace II", was organized by the Konrad Adenauer Foundation together with Parlatino and Crime Stoppers and aimed to raise awareness of the threats and risks associated with governance, defense and cyber-attacks.

Security Forum of the Americas: The Criminalization of Cyberspace II, which took place on April 16-19, 2023 in Mexico City.

The forum, entitled: "The Criminalization of Cyberspace II", was organized by the Konrad Adenauer Foundation together with Parlatino and Crime Stoppers and aimed to raise awareness of the threats and risks associated with governance, defense and cyber-attacks.
The event was attended by more than 40 participants from various sectors: public officials, from the three organs of the State: public administration, justice and parliamentary, from the private sector and NGOs with experts.

The speakers have offered the most representative case studies, defense reports and infrastructure networks up to the layers of applications that can be a threat. All this knowledge and experience was shared to raise awareness of cyberspace, which offers us opportunities every day, but we must not neglect to provide security.

The Forum was led by Argentine Senator Silvia Giacoppo, President of Parlatino and by Winfried Weck from Germany, Director of the Regional Program "Partnerships for Democracy and Development with Latin America", Hartmut Rank, Director of the Rule of Law Program for Latin America, Hans Blomeier, Director of KAS MEXICO of the Konrad Adenauer Stiftung (KAS); as well as Santiago F Gamietea, Presidential Advisor of Parlatino, Yadira Gratacos and Daniela Molano from KAS Panama, for Crime Stoppers, Ana Vazquez, Administrative and Project Coordinator and Grecia Castillo from El Salvador.

During the Forum in question, this topic was strongly debated, the discussion on the limits that Artificial Intelligence should have and who should intervene for it stood out, it was expected that the dialogue would be very interesting, just look at some of the participants:

For Argentina, Sebastián Basso, Prosecutor, Prosecutor for the Investigation of the Case intervened.

Colombia was represented by Senator Paola Andrea Holguín Moreno and Pilar Zamora Acevedo.

Director of the Colombian Space Agency / Vice President of the International Aerospace Federation. Costa Rica was represented by Congressmen Carlos Felipe García Molina, Leslye Rubén Bojorges León, Vanessa De Paul Castro Mora and Paula Brenes Ramírez, Director of Digital Governance, the representative of Chile was Senator Felipe José Kast Sommerhoff.

Ecuador was well represented by Félix Chang, Vice Minister of Information and Communication Technologies, and from Spain, Santiago Medranda from Cybersecurity Lead, International University of La Rioja. The participation of Anna Maria Osula, Head of the Office of Digital and Cyber Diplomacy of the Estonian Ministry of Foreign Affairs, was interesting.

Mexico was represented by Mario Ulloa, Business Development Specialist of Public and National Security Advisory, Juan Raúl Gutiérrez, President of the Latin American and Caribbean Chapter of FBINAA, and of the Association of Graduates of the FBI National Academy, Grupo Mexico.

Guatemala was represented by Emma Patricia Flores, Anti-Extortion Prosecutor.

The Dominican Republic was represented by Deputy Rogelio Alfonso Genao, Juan Gabriel Gautreaux, Colonel of the National Police of the Dominican Republic and Director of the National Security Center, Nilo de la Rosa, Lawyer specialized in the protection of personal data and privacy and Diógenes Hernández, President and Founder, Neural Technology Solutions.

From Panama came Congressman Luis Ernesto Carles and Frank Vásquez, responsible for Information Security of the Panama Canal. Congressman Sebastián Cal Urrutia, represented Uruguay with dignity.

The main agreement was to continue working on a Latin American Model Law on Cybersecurity.
