Panel Discussion: “Caretaking: A New System of Government"

The panel discussed the study that Konrad-Adenauer-Stiftung (KAS) Rule of Law Programme Middle East and North Africa (MENA), and the Legal Agenda conducted in June 2022. The study evaluates and researches the legal obligations and rights of caretaker governments.

On the 14th of July 2022, The Konrad-Adenauer-Stiftung (KAS) Rule of Law Programme Middle East and North Africa (MENA), and the Legal Agenda (LA), held a panel discussion entitled “Caretaking: A New System of Government".

The aim of the panel was to discuss the study LA conducted in partnership with KAS in June 2022. The study reviews the legal and procedural framework of caretaking governments through reviewing the Constitution and laws, the practices as well as the various judicial and administrative interpretations of it. It also includes a critical assessment of the current practices from a best practices’ perspective.

Furthermore, because Lebanon frequently has caretaker governments and prime ministers in power, the study evaluates and researches the legal obligations and rights of caretaker governments. In this context, the Belgian experience will also be shared.

The panel discussion was followed by a Q&A session and a discussion among the attendees, which included members parliment as MP.Dr. Halime Kaakour, MP Mrs. Cynthia Zarazir, and MP. Mr. Ibrahim Mniemneh, as well as the KAS country office director, academics, policymakers, judges, lawyers, and political actors.

The panelists were: Dr Wissam Laham, Ghida Frangieh & Dr Nadi Abi Rached.
