On May 18, the three speakers, Mr. Sinit Bunyasit (Director of Building Control Bureau), Mr. Suphagit Janpan (civil engineer and Chief of Appeals Group) and Ms. Sunisa Yamkhayan (legal officer, Appeals Group Building Control Bureau Department of Public Works and Town & Country Planning), focused on three key points in their presentations:
- What the legal definition of a building is (in particular Mr. Bunyasit)
- When a building needs to be modified or demolished (all three speakers)
- What aspects are central for the construction of a building – such as stability, safety, fire prevention, public health, impact on scenery or environmental benefits (Mr. Suphagit and Ms. Sunisa).
It is important for the officials, who attended the seminar, to understand the laws and the system behind it: Once an object is deemed to be a building and needs modification or a demolition, the officials from the Bureau of Decisions Execution do not have to consult with local officials anymore. Local officals are then involved in the execution of the decision. Local officals are also relevant when the initial permission for construction is sought or the building control act is violated.
