Panel 1: Energy Security in the Region: The European Dimension and the Role of NATO
NATO, the European Union, and Ukraine play indisputably significant roles in the energy security of the Euro-Atlantic region. However, the way in which these bodies may cooperate to improve energy security has yet to be fully elaborated. This panel will explore the mutual protection of energy infrastructure against terrorism and other threats and the cooperation of member states of the EU and NATO and their neighbors and trading partners in ensuring the fair and open distribution of energy resources to allied countries. Private sector representatives will inform participants of the status of energy trade and transportation and the possible contribution of businesses to energy security in the region.

Panel 2: Regional Security: Different Perspectives
This panel will address the security and defense aspects of NATO and the European Union’s relationships with Ukraine. In relation to NATO, topics include member countries’ assistance in streamlining and restructuring Ukraine’s civil defense, emergency response and military systems and Ukraine’s role in the active contribution to the security of the Euro-Atlantic region. Panel members will also discuss the security relationship between Ukraine and the European Union as they relate to free trade agreements, border cooperation and Ukraine’s possible application for membership in NATO and the EU.

Panel 3: The Challenges of NATO Membership
Speakers will set forth and analyze the steps necessary for Ukraine and other post-Soviet states to join NATO and the European Union. Rather than focus on defence reform and security cooperation agreements, this panel will address the domestic impediments to NATO membership and specify what is needed to adjust different populations’ attitudes towards the organization. The Ukrainian panel member will describe the domestic situation in Ukraine and the measures currently undertaken by the government and domestic groups, while speakers from old and new NATO countries will share their experiences in moving towards membership (in the case of new members) and how they may assist potential member states in campaigns to increase public awareness of NATO issues.
